Why does Physician Quality Reporting System (PQRS) Measure #134: Preventive Care and Screening: Screening for Clinical Depression and Follow-Up Plan not include depression or bipolar disorder diagnosis codes to identify patients?

For 2016, the intent of Measure #134 has been and will remain to screen a broad range of patients for depression. Therefore, all Medicare Part B patients aged 12 years and older that have a denominator eligible encounter with a PQRS eligible professional are included for reporting of this measure. This measure is not intended to screen patients that are currently diagnosed with major depressive disorder or bipolar disorder. Its intent is to screen patients that have not previously been diagnosed. Patients with a diagnosis of depression or bipolar disorder can be denominator eligible; however, they would be considered "not eligible", as defined by the measure, and would be reported as such by using the appropriate numerator option. Please review the measure specification to ensure that the most appropriate performance exclusion, G8433 or G8940, is reported.
