Is the qualified registry to which I submit data required to use Physician Quality Reporting System (PQRS) measure specifications?

Yes, registries are required to use the corresponding measure specifications for each respective program year. When submitting data on behalf of the eligible professional (EP) or group practice for program year 2016, qualified registries must submit data on 9 measures covering at least 3 National Quality Strategy (NQS) domains, or, if fewer than 9 measures or fewer than 3 domains apply, report on each applicable measure. They also must report each measure for at least 50% of the Medicare Part B fee-for-service (FFS) patients for which the measure applies. When reporting individual PQRS measures, make sure to use the correct measure specifications, found on the PQRS Measures Codes webpage.

When submitting data on behalf of the EP or group practice for 2016 and reporting by measures groups, the registry must include all measures within the selected measures group. A majority of patients (11 out of 20) must be Medicare Part B FFS patients. Measures groups containing a measure with a 0% performance rate will not be counted. Registries should judiciously use the 8P reporting modifier.
