Can a registry created by our practice's Electronic Health Record (EHR) participate in the Physician Quality Reporting System (PQRS)?

No. Although any robust office-practice EHR has "registry functionality," this is not sufficient to qualify as a clinical data registry to submit to PQRS. The respective program year’s requirements for a registry to qualify to submit for PQRS are listed in the PQRS Qualified Registry Toolkit on the PQRS Registry Reporting webpage
