If a State has a team of staff members who will be administering the Medicaid EHR Incentive Program from 2011-2021 (answering provider questions, engaging in reporting and analysis, assisting providers with eligibility and verifying provider eligibility, appeals, etc.), would there be 90% Federal Financial Participation for this team on an ongoing basis once approval is received from CMS on State Medicaid Health Information Technology Plan and the Health Information Technology Implementation Advance Planning Document?
